The gist in 30 seconds
- PenCom's Director-General, Omolola Oloworaran, says PenCare and the Minimum Pension Guarantee will move "from reform to reality" during the first National Pension Week, from 26 to 30 October 2026.
- PenCare offers essential healthcare at no cost to eligible retirees aged 60 and above with a monthly pension of no more than ₦150,000, starting with 30,000 people.
- The Minimum Pension Guarantee, provided for in the Pension Reform Act 2014, will set a floor under pensions, but its amount and qualifying rules have not yet been announced.
The National Pension Commission (PenCom) is set to launch PenCare and the Minimum Pension Guarantee, two new protections for retirees under the Contributory Pension Scheme, during its first National Pension Week, from Monday, 26 October to Friday, 30 October 2026. One gives low-income retirees free healthcare; the other puts a floor under monthly pensions.
“Later this month, during National Pension Week, two historic commitments will move from reform to reality,” PenCom’s Director-General, Omolola Oloworaran, said at the commission’s 2026 media conference.
Why it matters
Under the Contributory Pension Scheme, a retiree’s pension depends on what was saved in their retirement savings account (RSA). People who earned little, or contributed for only a few years, can retire on very small monthly payments, and medical bills come out of the same money.
Oloworaran put the aim plainly: “No Nigerian should retire into poverty. And no Nigerian should retire into ill health.”
What is PenCare?
PenCare is PenCom’s healthcare programme for retirees. “The first is PenCare, our retiree healthcare programme. It will give eligible low-income retirees access to essential healthcare at no cost to them, beginning with 30,000 retirees,” Oloworaran said.
It is not starting from scratch. PenCom opened registration for a pilot phase in May 2026, inviting up to 30,000 retirees to register on a first-come, first-served basis through a code published in newspapers and on the websites of pension fund administrators (PFAs). The commission has described PenCare as a corporate social responsibility project, and its registration information says beneficiaries are enrolled with a designated health maintenance organisation (HMO). In July, Oloworaran said about 13,000 retirees had enrolled.
She also said PenCare would have three packages: free care for low-income retirees, a co-payment arrangement, and a third that “will allow higher-income retirees to pay for enhanced healthcare coverage at competitive premium rates”.
Who qualifies for PenCare?
- Age: you must be at least 60 years old.
- Pension: your monthly pension from a PFA must be no more than ₦150,000. The limit was ₦70,000 when the pilot opened in May and was raised in July 2026.
- Places: they are allocated first come, first served, and spread across PFAs.
Oloworaran said in July that PenCom raised the limit because it needed “a critical mass to properly test the system”. She also said: “That we have extended it to N150,000 does not mean it will remain there. It is to help us test the system effectively.”
To check whether you qualify, ask your PFA. Some PFAs, such as FCMB Pensions, have a PenCare eligibility check on their websites.
What is the Minimum Pension Guarantee?
It is a floor under the monthly pension of eligible retirees. Section 84 of the Pension Reform Act 2014 provides for a guaranteed minimum pension for RSA holders who have contributed for a number of years set by PenCom, at an amount PenCom specifies.
The provision has been in the law for more than a decade without taking effect. “For the first time, a protection that has stood in our pension law for more than a decade will take effect. It will set a floor beneath which no eligible retiree under the Contributory Pension Scheme will fall,” Oloworaran said.
What do we not know yet?
GistMatrix went through PenCom’s statements on both schemes. These details have not been announced:
- the amount of the minimum pension;
- how many years of contributions a retiree needs to qualify for it;
- whether it will cover people who retired before it starts; and
- which hospitals and treatments PenCare covers, and when it will go beyond 30,000 retirees.
What is on during National Pension Week?
PenCom says the week will become an annual event. Its programme:
- Monday, 26 October: Youth Engagement Day, with PFAs and pension agents talking to young Nigerians, and pension essay competitions for secondary school pupils, students and corps members.
- Tuesday, 27 October: a National SME Fair for entrepreneurs and self-employed people, promoting the Personal Pension Plan.
- Wednesday, 28 October: Senior Citizens’ Day, on retirees’ welfare, pension entitlements and the new initiatives.
- Thursday, 29 October: the National Pension Summit.
- Friday, 30 October: Press Day.
What should you do now?
- If you are retired: confirm with your PFA that your details are up to date, and ask whether you meet the PenCare criteria.
- If you are still working: check your RSA statement. Oloworaran’s advice to young people was: “To young Nigerians: start the conversation early. Know your Pension Fund Administrator. Read your statement. Ask where your contributions are.”
What happens next
- The launch: watch National Pension Week, especially Senior Citizens’ Day on Wednesday, 28 October, for the rules and amount of the Minimum Pension Guarantee.
- PenCare’s next phase: watch for a decision on the income limit and on expanding the programme beyond 30,000 retirees.
